Where is Perhaps you can remember something useful

One of my plans is " Perhaps you can remember something useful", but I have forgotten where that action is. The location given is "Somewhere else". It requires 10 Correspondence Plaques, 200 Watchfulness, 1 Extraordinary Implication, 1 Aeolian Scream, and a Scholar of the Correspondence level between 5 and 20. The picture looks just like a Correspondence Plaque, but the carving is different.
