Specifically, while your unmodified Persuasive is at least 200, you may use the Unsigned Message card to set it to [200 + your current Notability]. So if you're at Notability 3 you can set it to 203; if you're then at Notability 10 you can set it to exactly 210, even if you were at 203.
Also, you seem to have made a few extra threads by accident.
