Don't know, might be associated with the magnanimous options that have popped up on some cards.
Tooltip text still says "Step outside the lamp-light and London is an abyss of disease, poverty, despair..."
The entry under circumstance still reads "Adrift on a Sea of Misery: Surrounded by Wretchedness."

With the faction card option it's not too hard a stretch that they're adding something for it. This message might be them tinkering with the quality and you seeing it while it's being worked on, hence the relative lack of text

I suppose that it's only a technical issue as the same thing happened today to Successful Terms as Governor.

Agreed, seems like the "Nothing" got dropped (or stolen! there was this one guy who claime'd he'd stolen nothing, what a devious criminal!)
But this seems like a good opportunity to do something with the quality, huh? *nudge nudge*

There's another option on the urchins faction card for a donation of 100 silk, with similar effects. Both change "adrift on a sea of misery," which is back to usual with its "Nothing seems to have changed ... " text.
