is there a way to get ruthless from 10 to 12?.

I've never been able to find anything that lets me go beyond that and all the options for quirk grinding I've seen mentioned online won't affect ruthless or stop at 10.
so is it even possible like at all? even if its a bizarre obscure opportunity in a fate locked story ill probably be happy to use it provided it doesn't end clashing my in game character.

I just checked, and I also have had Ruthless: 10 for as long as I can remember.
I will look into this for you. It should be possible to increase it beyond 10, but it apparently has not happened naturally to me yet over the years.

Grinding Revolutionary Renown past 15 gets you 5 CP of ruthless per level. Likely up to level 15, since that's where the other renown actions are capped.

Beating up your Noman and gaining Revolutionary renown are the two major ways at the moment. There are also some one time options is various ES's, but they mostly aren't labelled.

I......okay? the revolutionary part is pretty great since it fits my character incredibly well.
but I have freaking clue what direction im even meant to go in to get a nomad is it limited to Decembers special event? that would make sense since nomads from what I've read here are a limited time thing.
