You see, I currently have "Acquainted with the Functionary's Past" set to 5 and I can't seem to find any way to progress.
1. Is the story over?
2. Did I accidentally lock myself out of the remainder of the story?
3. If so, how can a remedy this situation?
4. I forgot, is this quality related to the topic of Past Loves?
5. If not, which quality would that be? I'd like to address a few things there also.
I meant to do this sooner, but I kept putting it off.

I don't know if you've noticed, but something went terribly wrong and you've created three threads that are all butchered variants of the same blueprint. Perhaps a fix is in order, either by a moderator or by Trilby himself.

I am pretty sure the story is continued via opportunity cards from that point on.
Independent of that you can always return to the Functionary via the "A visit"-card and talk about all the other things (except his former lover).

It's possible people have forgotten that there is an actual devil in the actual Lord Mayor's office. A devil who is promising to look after people's souls. What is wrong with everybody?

It happens I messed up this very story just 10 minutes ago.
There are opportunity cards, but there's also more to this particular sequence. I progressed much further and got unceremoniously kicked out of the progression because I didn't have the traits (a totally insurmountable barrier for a 2-month-old character going in blindly). There's no way to Perhaps Not out of making a choice between several options, and I could only unlock the worst. However, the story can be apparently reset for Fate. I've saved my choices (though not in my profile, the server was hit by a whole b____y constellation) and I will reset it when I finally meet the requirements.

Sorry, didn't notice.
This tends to happen whenever I make a submition with a delayed connection.
I'll fix it right away.

The other threads seem to have already been removed.
I also just love the fact that I talk about the effects of a delayed connection, and I get a double post.

Off the top of my head I'm not sure if you can reset the story.
But without a reset it's not possible, unfortunately.

For the stretch of dialogue, Acquaintance: The Wry Functionary (I had a 40% success chance with A:TWF=5), then just don't be pushy. But *after* that, a very tempting storylet will show up, and *that* eventually requires [spoiler]SotC 5 and Connected: The Masters 5[/spoiler].

I have [spoiler] A:TWF 7, SotC 10, and C:TM 8[/spoiler] so I guess I'm mostly covered.
You also mentioned some way to apparently reset the story? Where might I be able to find some more information on that?

Acquainted with the Functionary's Past 5 means you have in fact locked yourself out, I am afraid. I had similarly locked myself out. I emailed FBG and they reset my progress manually because they said the option wasn't clear about the consequences. At the same time they also changed the wording of the option to make the "lock-out" risk explicit.
So you can try emailing FBG to ask them but I suspect they'd be less charitable this time round since there is now an explicit warning in place.

Oh dear, I didn't know you could lock yourself out.
If my notes are correct my AwtFP jumped from 4 to 6 and then I drew a card called "The Functionary’s Mother".

The warning isn't nearly explicit enough. People on IRC said that there was eventually some way to reset it via an opportunity card, but that was 9 months ago and no such card has ever shown up for me. This mechanic is garbage and it still angers me just thinking about it.
Especially since even with maxed Wry Functionary connection, you don't have a perfect chance of success, and the way it's written teases that something really juicy will be revealed if you succeed.
