I just finished the recent Exceptional Story about a particular Frost-Moth. Something that does not make sense to me is why is emergence considered a sin. Can anyone offer some insight?
P.S. I am speaking vaguely, because I do not know how much we are allowed to talk about content that needs to be purchased.

That's what I suspect as well - it both cheats death and removes you from your place on the Chain.

The first q having been answered, I'll take a stab at the second: Nope! The only beings that truly aren't allowed by law are Fingerkings. They don't exist, so they physically Can Not have a place on the Chain. If they did exist, well who knows? Putting aside that Judgements would not allow them to exist...well if they came in the Neath it's a moot point. The Chain is messed with fairly regularly there, a being with no place on it wouldn't affect it. But were they to exist in the High Wilderness, to survive against the Law? Maybe a place would be given for them, or be carved out, or maybe it wouldn't and it wouldn't matter as that situation requires a break down of the law that makes the Chain irrelevant.
EDIT: Technically things like Frost Moths, Axiles, the God Eaters, and perhaps the Mountain of Light wouldn't be allowed by Law. The first three have moved places in the Chain, but they are still definitely on it with a place, just not the one they were born into. The Mountain presumably would have a place on the Chain as well, just under the Judgements proper even, but its unique parentage makes it very illegal. edited by Cthonius on 8/8/2017

The Noman says it goes up to the stars. Whether there are higher beings than that is unknown, but if so they don't seem to be Chained.
