For higher levels, cashing in scheme is pretty much the only practical way to do so. You should also be aware that to change your PoSI specialization, required for overcapping different stats, requires an additional 12 Notability (or a smallish price of Fate). For lower levels, side converting tier 3 items is probably your best bet. Also, if you bought many of the lower level lodgings, their opportunity cards might be useful for once, as they all come with some sort of medium-high echo item to Making Waves action. If you've stored Talk of the Town (or even if you haven't) parties can be useful as well (+20, 30, or 40 CP depending on your choices at the end).
Yes, it's 90 Influence. I know because I just got London's Sinew with 90 Influence just a few days ago. (As you might have guessed, I am going for Paramount Presence. I'm halfway through.)
The wikia has said that 90 Influence was one condition for London's Sinew since I started the PP grind. I'm not sure who first started saying 100 Influence is necessary; that must just have been a rumor.

Romantic Notions are my most hated item, because they can only be reliably ground in Polythreme, which I hate with a passion, and only gives 12 per action too. I think I calculated needing something like 28,000 of them to max out my Connected: Masters, and I've never even considered using them for a disposable grind like MW. And you're saying there's a London option that's better than the Polythreme one, and which makes it even more viable for MW to boot?
I hate Feducci, have no interest in the Princess, and the initial reactions to the story were very lukewarm at best, but if what you're saying is really true I have to buy it right now.

Just go with heists which are a bit better! Using a certain rat for help, I ended up with 1.967 EPA, but probably that's because of a 12% rare success rate.
