Investigations vs Flash Lays?

Apologies if already covered, but does anyone else feel there is an imbalance between the effort needed to complete a flash lay, and that required to complete an investigation. Investigations can often be done with as little as 10 actions, whereas flash lays require far more, and have more ways of failing. As each type really just gives you one particular component for level advancement it seems a little skewed....

Flash lays actually give you two elements (sufficient for an agitator to advance, so they can by pass investigations completely) and you can trade in your dirty secrets/public attention for material rewards. But yes, obviously flash lays are harder than investigations but there rewards are higher and everyone has to do them to advance, so it's not really unbalanced.
