Has anyone gotten the rare success recently? I just got ZERO rare successes in 60 attempts (would have expected about 5.) Was I just extremely unlucky, or has the rare success been eliminated?

The rare success chance is supposed to be 5% or some such, so you are just somewhat unlucky.

I've gotten the rare success in the last couple of days. I think you just had bad luck; there's about a 5% chance of getting unlucky 60 times in a row.
