I think maybe it's more sinister than that: Hell and the Fingerkings are both interested in the LoN because they, as Parabolans, have an interest in and command over that which is not. When law is not (i.e. the Liberation succeeds), it's theirs, and they can do as they please with it. I think they're helping the revolutionaries because after the Liberation Parabola can reorganize the universe in its image.

It's not so recent, because it takes a while for a merchant venture to get underway, cross the under-zee to Adams Way, return, conclude, and distribute it's profits. Feducci has already received the return on his investments, so these affairs have concluded. Which is to say, they happened a while ago.

Whilst us players are aware that we have 14 days of electioneering, we do not know how much time passes within the world of the Neath during this period. My interpretation of the wording (which is open to debate) is that the bets have all been made since the beginning of the campaign, hence his campaign bookies being the ones keeping track of them. If Feducci is the spymaster you claim he is, I doubt he'd hand over past records to them.
