FYI: You can maintain your Scandal at 3 with no action cost, to allow fellow Fixers to offer you help:
- If your Scandal is 0, equip and *then remove* a Scandal boosting item (i.e. Modish Bonnet / Scarlet Stocking).
- This 1 point of Scandal sticks.
- Now equip both of the above items for Scandal 3 total.
No action cost, just moving things around in the inventory. Now you're eligible to receive help offers from Fixers. You can accept multiple requests without problem.
Also: if you want to support your candidate, please do accept such help offers from fellow Fixer, even if you don't really need that menace reduced anymore. It only takes an action for you, but it will mean the Fixer will have one more point of Influence towards your shared candidate.

Has anyone else got this "Offer to fix the Suspicion of a fellow ..." is unavailable as You need to be Fixing Suspicions for someone (which I thought was the quality you got when someone has accepted your offer of help)
The scandal option is working.

They've changed it so that you cannot issue more offers to help if someone had already accepted a pending offer from you. Help them first and then you can issue more offers.

"Fixing Suspicions" is the quality you get when someone accepted your offer to help.
This is also the quality which enabled you to proceed with helping them, via the "Right the Record" option.
If you haven't issued offers yet, you should contact support.

I don't get the mechanics either. Several people have offered me help, but when I want to accept it, they are not eligible. I would understand if they were someplace else, but the "show contacts I can't invite" list says "needs qualities". Which qualities are these?

The qualities are - Backing the same candidate and scandal or suspicion at 3 or more.
