It doesn't surprise me that the Detective and the Fingerkings are on the same side. They're both fond of glass and they both hunger for the Mountain of Light. Also, the Detective searches for secrets and the Fingerkings have secrets.
As for the 'Grand Persecution' - I suspect it's exactly what it sounds like and she's looking at the justice system, which she has promised to empower, because she wants to remove barriers to efficiency.
