This advancement requires an Exceptional Shortstory, but I'm wondering if having a higher grade short story will also apply, or if it's only an Exceptional one that counts.
I realise the question might have an obvious answer, but I have a chance for a Masterful story, and would like to get that if it'll also apply.

Only the Exceptional one counts.
If you don't mind waiting a little bit, once you become a Person of Some Importance, an option to become an Author appears that's much much cheaper. No story required.

I already am a PoSi, have been for about two weeks, but haven't seen this option. Which is it? And how do I get it? :o

Ah, yeah I had forgotten how much notability costs to a character without much BDR yet.  Scratch my "much much cheaper" comment from before, at least until you get ~15+ BDR.

What is BDR? Bizzare/Dreaded/Respectable ? I have 3 in total atm xD

I'd suggest still going for the Masterful Short Story. Either you succeed with the attempt and can sell that story for money, or you fail and only get an Exceptional Short Story, which you can use to become an Author. I remember doing it that way after failing with my first Exceptional Short Story attempt.

I already did it xp got the Exceptional with 100% chance. Now grinding my last bit of Bohemian

Yup. Easiest ways to get more include joining a club (+4), getting membership in God's Editors (+4), and getting a transport (+2). There's also semi-expensive bazaar gear, and 25 renown faction gear.

As Kaijyuu says, the various extended inventory items are the easiest way to gain BDR at your level. Some of the more expensive Bazaar gear also has it. If you're willing to spend Fate, a fair number of Fate-locked equipment items have BDR along with better stats. When the Feast of the Exceptional Rose comes around next February you can also get a permanent point of BDR for your character rather than on an item.
If you're not yet aware, each point of BDR reduces the MW cost of Notability: MW = (20 + 4*Notability - BDR)
