Here to confirm that the upcoming update to Light Fingers is indeed the penultimate one (Heart's Desire, Nemesis and Bag a Legend have already received their penultimate updates).
In the future, each ambition will receive a further, final update, though we're still deciding which order they'll happen in.

Seriously though, who even HAS that sort of cash?! In Sunless Sea 30,000 echoes is considered a considerable fortune. In FL Hesperidean Cider, which is brewed from the trees of life and makes you immortal, is only 160,000 echoes! Has anyone official offered to cough up the four million, or is this just one of those wishful things "everybody knows" but no one has actually verified? edited by Anne Auclair on 5/23/2017

Even at that point, however, the likelihood of collecting that bounty, Vake or no Vake, is not presented in a terribly optimistic light.

The out of universe explanation would probably be that the game was young when they wrote that and likely they didn't have a solid idea on how much that would actually be.
The in-game explanation would be either that the bounty is a ludicrous and obviously unpayable amount, or that it's given by a Master since no one else could possibly afford it.

I would think that they did something along the lines of rewarding the completion of the Ambitions with one or more very strong items. I too would love a new set of ambitions. Though I know how challenging work they are. Perhaps they could function as higher tier Ambitions stating at lvl 100 in the stats and be the mid-level major story arcs of the game. With the normal ambitions being the first and the Destinies being the finale.

- In many cases I had to go back and re-read the ambition to even make sure I even knew what it was I was doing. Which have become even more challenging now that 'Reminiscing about Ambition' has been retired and the various echoes of the ambition are scatted all throughout the Journal.

That's the entire point, really - that the bounty is ludicrously, unbelievably large.

Which Master would be most likely to want Veils dead? During last year's Festival of the Zee, the Mayor mentioned that Wines and Stones were pressing her to make life more difficult for the Vake. Wines has a very complicated relationship with Veils, but we don't really know anything about Stones' hostility, do we? And Stones could easily have 4 million echoes worth of gems, assuming several thousand years of ruthless hoarding. Maybe Stones' is the one who is behind the bounty?

If we're including Sunless Sea characters, there's also the First Curator and Obsequious Steward. It seems rather unlikely we'd get a character who doesn't actually appear in FL itself, though.
If we want to stretch even further, there's the Tomb-Lion and Bandaged Raven. If cats are intelligent and can talk, why not have feline politicians?
