We seek this road... We know it will have consequences. The voices whispered that we won't become a murderer if we don't have enough Obscurity and we know already that to become obscure one have to be miles down the road seeking a particular name. Is it true? Is it not other way?

Quite the opposite; you lose the ability to become a murderer if you have too much obscurity.
All you need is 2 notability, to already be an Enforcer, and to draw the Unsigned Message card.
