I just became a Person of Some Importance, and I got the card to upgrade my profession. I can already see that will be a long grind to get enough Notoriety to pull off. I am led to believe that there is a way to give those points to other people, and I am here today to sincerely request them. I will be available to pay them back eventually, I'm sure.
Anyone want me to owe them a favor?

I'm afraid the transfer option was disabled a while back, it will eventually return. Eventually.
In the meantime, every level of bizarre, dreaded, or respected you have equipped will lower the amount of making waves you'll need, and as a new PoSI expect to see new options to increase those.
