Action timers bugged?

I'm seriously confused. Several times today my action timer has been over 10 minutes. I just watched it tick over and it started at about 11:30. Has the timer changed?
Edit: Every time I return to the page the timer either goes up by about two minutes or goes down. It's alternating.
