It says to go to my home and fight off an invasion of rats to progress my dangerous career, but when I go home nothing changes and no card mentions rats at all, so...? Am I just being an idiot and missing something or is this a bug?

I think there's an option in watchmaker's hill you need to play first. It's hidden under inside another storylet, so not exactly obvious.
