Just found this value in 'Randomizer'. 99.375% certain it wasn't there before. Anyone knows what does it affect?

It's the Airs quality used in the Season hub for the new Season of Stones - it determines what result you get from that one repeatable action in there. Hopefully it'll be used for something bigger later on in the season!

I think it has to do with the Season of Stones. Every time you click "Find Out What's Happening in Your City," it gives a different message and then changes the Airs of Injustice number.
