Wanting to be helpful, but still fairly new here. You're asking how to meet the Ambitious Barrister? You should be able to do that by Chatting With the Local Gossip in your Lodgings. Your Persuasive should make her appear with the Bohemian Sculptress, and your Watchful should make her appear with the Loquacious Vicar. edited by bjharts on 2/27/2017

If I remember correctly, there should be an option to talk about her with either of them if the relevant stats are over 100. I'm guessing that didn't happen? Can you take a screenshot of what options show up when you talk to them?
