Getting to Flute Street - I may have messed up

I'm currently attempting to get myself the Bifurcated Owl, and I think I hit a snag.
I finished up the investigation at the University, and, well, the short of it is that I ended up with Featuring in the Tales of the University 40 instead of 30, and apparently you need the 30 to get the Opportunity card that allows you to access Flute Street and subsequently obtain the Rubbery Hound to (eventually) get the Owl.
So am I out of luck, or am I just impatient? I finished up the University yesterday and I've not seen the appropriate card pop up yet.
