I Can't Seem To Organize My Research Anymore

So I noticed that 'Organize your Research' fell off my Lodgings options at some point.
I have no idea what to do about this. I am already post-back-in-university, so I can't exactly start that whole scientific expedition thing up again.

Could it be that you don't have enough research left over? Or did you somehow reset your "Embarking on a Voyage of Scientific Discovery" quality?

It appears to be at '3', somehow, instead of what I believe needs to be 4. I have no idea how to fix this. I /know/ I did it all before.
