That doesn't sound right - however, I can neither confirm nor deny it.
The options I picked - replacing Dottore Rappacini and learning about the Widow - don't touch your criminal record, as far as I'm aware.

At some point near the end of the Trade in Faces, I recall being approached by someone from the Ministry who wants you to turn over the face-tailor to them (which would therefore not allow you to have the face-tailor replace anyone) in exchange for wiping your criminal record. But as I said, it's been a while since I went through the story, so this may be inaccurate.

Also, something that might be good to know: My alt isn't at level 5 as I assumed. She's currently at level 4 (plus the one cp she just got when I got her imprisoned again for science). Here's what the quality description says:
A Criminal Record: A Determined Delinquent - Ablution Absolution will no longer reduce your suspicion
So, ten arrests total until Ablution Absolution stops working.
