That looks correct according to the wiki! Should be around the same time as the Lady in Lilac card (the 15th, according to someone), appears at the top of Ladybones Road, and works for a value of 8 or 9. I didn't find it because wiki page for EinIotCF says it requires 8 specifically. Maybe that should be updated?

As for when, this year it will be on February 13th. To quote the formal post opening the Feast:

Is there an up-to-date overview somewhere about best-in-slot gear for each stat, including Fate-locked stuff?
I have everything from the Bazaar ('cept for Cider), am pretty much stat-capped and have bought some Fate-locked gear here and there (nowhere near everything, though). Now I would like to look into optimising the four stats and BDR.

Hello all! I'm looking for a way to gain Scraps of Incendiary Gossip- I've got cryptic clues, intriguing snippets, etc. but only 1 scrap. Is there an easy-ish way to do this, or certain tasks to complete? Thank you much.

Being a 50 pence item, it's difficult to get in bulk efficiently. However, if you have a large amount of any other 50 pence item, you can side convert them to incendiary gossip. You need 50 of any of the items at the top of this page and one of the options when using them will be the side conversion (ex: 50 Mysteries of the Elder Continent -> 51 Scraps of Incendiary Gossip, or Visions of the Surface -> Mysteries of the Elder Continent -> Scrap of Incendiary Gossip, etc).
Alternatively, if you have a large amount of proscribed material or inklings of identity, you can up convert those to Scraps of Incendiary Gossip.You'd need quite a lot though.

There are pages on each stat on the wiki that'll tell you all the best in slot information. For example here is the dangerous one.
