Since it will be a while until all of the Renown/Favours stuff happens, I think it will be fun to try and guess at some places where the top tier items could be located, though most of them would be extremely obvious when you think it over.

Without further ado, here's my guesses on where some Top Tier renown items could be.
Hell: The Iron Republic, no bones about it. it's the location with the closest ties to hell, while still taking some effort to get to. Might even require a specific day.
The Great Game:The Boat down the River or The Nadir. Irrigo has a lot to do with The Game, making the Nadir a good option, but it would also make sense for the other two Menace Zones to be used, and with Boatman's Opponent, it would make sense.
Society: Port Carnelian. A particularly important gift coming to Society legend turn Governor? Sounds about right.
The Revolutionaries: The Nadir. I know it's already on the list, but nothing quite adds up for the Revolutionaries, especially keeping difficulty requirements in mind.

Society: Polite Invitation. Not too hard to reach
Great Game: Port Carnelian - after all, it follows Wilmot End, and you need to get kicked out of court to get there
One of the Universities: Sea of Voices or Polythene
Duchess: Heist cat card smile
Revolutionary: Nadir

I'd say that the duchess item would probably be in the mirror marshes, given how close cats tie into parabola

    Oh yeah :P, maybe but I feel like port carnilean would make more sense. Maybe if the great game were at the port instead?

    Port Carnelian is highly related to the spies of the foreign office...who seem to be a part of the great game, I can see this location working(since the revolutionaries need the Nadir, and the Iron Republic is needed for the devils since the mirror marches will probably be taken by the duchess or the bohemians).

    Polite Invitation just seems to fit for the society, no other faction would take that place anyways and we will need alot of space if we want all the factions to get a unique location.

    I am throwing my hat in the ring for Corpsecage Island as the location of the Constables top-tier island. I wouldn't be surprised at either New Newgate or the Boat Down the River, depending on the story, but Corpsecage Island is suitably remote and has a decently strong connection to the faction already.

    I could see Port Carnelian being associated with the Great Game, but at the same time I wouldn't want too many factions being Zee voyages. We already have a minimum of two (Docks established, and no one doubts where Hell will be). Three or four would be pushing it.

    I agree about Polite Invitation. Compared to the others it's far more accessible, but you also can't enter it on demand, and it's very thematic.

    I am scratching my head trying to come up with other "remote" areas that aren't over the Zee or Menace Zones. Heists would be cool. So far the other things I've got are Doubt Street and inside the Foreign Office. Unless FBG wants to do something ridiculous like making it an Expedition, or having the Revolutionary trade-in be an option on Eyeless Skulls.

    Constables:
    Hell: Iron Republic - Look, do I need to explain this one?
    Society: Port Carnelian/Doubt Street - Port Carnelian is smaller version of London. Might involve meeting His Amused Lordship & co. Doubt Street contains news & Huffam.
    Great Game: Foreign Office - It's literally 50% spies. Better fitting than Port Carnelian because it's the same set of factions, except more spies.
    Bohemians: Mirror-Marches/Polythreme - Many poets take inspiration from the Mirror-Marches. Polythreme is also a possibility because of the Merciless Modiste.
    Church: Corpsecage Island/Slow Boat on a Dark River - One of Hell's old monarchy on the island. Slow boat as an easy to tie-in-with-Jenny-stuff backup.
    Revolutionaries: Royal Beth/Mirror-Marches - Trying to talk the Manager into supporting the Liberation of Night in the Royal Beth. Mirror-Marches for July Lore Maybe?

    (The ones below this point are unlikely to be converted, in my opinion, but still deserve analysis.)

    Duchess: Mirror-Marches - Presuming that Bohemians and Revolutionaries both go for the other option, Duchess can have her (and her cats') place in the Marches.
    Widow: Apis Meet - It happened once. It can happen again. No other thing works as well as Apis Meet.

    Since all the likely options have already been discussed, here are some of the others (some less likely than others):

    The Great Game: Port Carnelian. Khaganians and Tigers and Mithridates, oh my!
    Constables: Iron Republic. You get the item by subpoenaing the Ambitious Barrister back to London and humanity.
    Hell: Polite Invitation. Because Hell is other people.
    Society: The Temple Club. You are on the list, aren't you?
    Church: Jenny's Finishing School. She may not always remain a mayor, but she'll still be a badass battle nun, and there's a Rubbery precedent for putting Renown items into Fate-locked places.
    Revolutionaries: The Liberation of Night. Enjoy the fruit of your labors.
    Bohemians: The Cavity. The most elite and exclusive honey-den in the Neath. You probably never heard of it, and even if you did, you would lose the very head from your shoulders.
    The Widow: The Silver Tree (acquired via metaqualities).
