Is there a way to get rid of "Can't discard" cards now that entering an area with their own decks return your hand once you get back to London? I'm weighed down by skulls.

You have to either play them or get rid of the quality which enabled them.

It's in the "Myself" tab, under "Circumstance".
It will show you the name of the level (e.g. "A Familiar Face"). If you want to see the exact numeric value, put this quality as your character's scrapbook item, and then go to your public profile page to see it displayed.

Is there some quality that locks out the "I Met a Curious Creature" in the Tomb-Colonies? I've drawn every card except that one for the past 2 days.

I'm absolutely positive that I failed a Notability challenge and therefore have a Vision of the Surface...but there isn't one in my inventory, I've checked. And I don't have a surprise package either.
Thoughts?

I did encounter it some time ago, but from 3 visits I only got the card once or twice only. Probably just RNG or it has a lower frequency than the stated one.

Surprise packages are easy to spot in inventory so you probably failed; as for the Vision of the Surface are you sure you're checking Nostalgia category for it?

I tried that. It shows I'm A Familiar Face, but doesn't give me a numeric value.
You might need to reload the page after you selected it. If there is still no number your Criminal Record level is probably 1. I've noticed for other qualities that no level is displayed if it's 1.
Edit: Checked with my alt who has Criminal Record 1 and there is indeed no number displayed. My main has level 2 and that is displayed correctly.

Thank you Skinnyman. I checked the frequency on the wiki, and it is supposed to be standard. You much be right about RNG being against me; it usually is.

I just spent all my lacre buying a Noman, I didn't realize I had to have at least one point to buy snow from the urchins; is there any way I can restore a point, considering I'm out of snow (though I have more than enough night whispers and threnodies to buy some)?

Can confirm, I let my Noman melt for a pail because it was the only way to obtain the last Sackmas lodging. It's rather lame for you if you just bought a Noman... I got mine the first day, so it was technically no net loss in ToL, but I'm still bummed because getting a replacement is probably infeasible at this point.
