Greetings !
Soon, it will be possible to make a Noman.
The merciless modist has made an excellent guide on the how-to for noman here : http://britetimes.tumblr.com/post/120307092714/noman-faq-and-guide-spoilers . So if anyone needs more insight about the noman, it will be probably be on this guide.
However, I still have two questions :
Some people want to keep their noman, so they can use it at Lilac's tatoo parlor. I think it is because they want a noman tatoo.
- Is there any other reason to keep as long the noman ?
- Someone who wants to stay respectable and never get a tatoo* has strictly no reason to keep the noman alive as long ?
* Or maybe, like we see in sunless sea, one might prefer to be the messenger than the message.

The only reason to keep a Noman alive for so long is the tattoo, keeping it alive for a while(not nearly as long as the tattoo option) can end with you getting a pretty rare item though.

There's no reason to try and keep it alive for so long if you don't want the tattoo, no. However (and I'm unsure if this is possible if you've already chosen to remain, as you say, respectable) there is a Noman tattoo option that doesn't grant stats that one can get in addition to the usual two. Whether one can do this after have chosen to remain unblemished, I'm not sure.

The option for creating the Noman states that it will decrease your quirks- I know you can spend quirks to advance Noman Knows and such while you _have_ the Noman, but do any of them decrease just for _making_ the Noman? The Noman is fun but might not be worth losing what few 15s I've managed to acquire, given that I'm not going for the tattoo.

Yes, your quirks will go down upon purchasing the Noman. I lost 3 cp (I believe) from all quirks when I bought mine today. I have a few above 12, but none dropped below 10, so I didn't care too much. Then again, I haven't sunk the time into getting any quirks to 15.

It looks like all quirks slightly decrease because of the noman.

according to the wiki, you get -2 CP in every quirk when creating it. which is the reason I never had a noman, nor do I intend to have one.

My apologies, it's 2 cp decrease. I thought I counted 3, but perhaps I was wrong.
Note that if you have at least 12 points in a quirk you can use some connection items to get it back to 15, note that you need to reach 250 in a specific stat(based on what connection item it was).
