Definitely not. We interact with the Masters on a regular basis.
Why is that? Who is to say that creative liberties were not taken, just as they were taken with stars in this universe? Stars don't do half the things they do here. Masters are very concerned with "The space between stars". Perhaps they are members of a race of countless individuals who maintain and hunt the space between stars? Dark matter has many associations with gravity and space itself, and one of the theories of the universe is that dark matter is accelerating the growth of the "space between stars".

On the other hand, if they were dark matter, we wouldn't see them at all, and they wouldn't be able to put on robes (dark matter only interacts via gravity).

How is the surface handling open knowledge of the things that happen in the Neath? Religion dealing with a place where death can be an annoyance rather than an end. Why is there not a flood of people into the Neath, especially those who fear death?

It's been thirty years, after all, the influx would be long over by now. Perhaps London is much larger now than it ever used to be due to all the mystique surrounding the Neath on the surface? From how it is described and just how many souls seem to be involved in the soul trade, and even then only 1/10th of the population ever being soulless, it seems like a great many people live here.
The Neath is probably common knowledge by now, probably making worldwide news in the months following London's fall. The Church on the surface probably has copies of all of the alterations done by the Church of the Neath, and largely ignores the topic unless specifically brought up by people, to which they probably say to earnestly pray for their brothers and sisters in the Neath, for they are literally among devils.
Surface powers simply see another playing field for the Great Game, and the Neath is probably making all kinds of waves in the scientific community. It's probably seen as a fabulous novelty to the rich and high society, and the common folk likely have a mix of not caring because they can't afford a trip there, are terrified of such a notion, or simply don't believe it.
Overall, life on the surface probably largely goes on as usual, and the Church either pretends the place doesn't exist most of the time or treats it as evidence that it's doctrines are truth.

I think we might blame surface powers and the illegal nature in many of the neath wonders. In Sunless Sea, for the Masters' technology used in Cumaean Canal, they say "the Surface nations play down the fact". And parabola-linen crumbles in sunlight, while prisoner's honey loses all the effects. For a common surface dweller, all seems to go against the rumours of the Neath. But whether they have such strong effects to hold people back from pursuing immortality, I can't tell.

Another question, more related to sunless sea, but something I am -super- curious about.
What is in the Monkey Emperor's Wrath?
For anyone that doesn't know, if you decide to steal the Zeppelin from the Pentecost Apes, part of getting close to them is delivering a box of documents to February.
We don't know what's in the box, but it apparently fills February with Glee, and sends London into flames. Whatever you brought to The Fifth City has made you so hated that you should never return, for if you do, "No living tongue has words to precisely convey your suffering."
What's in the box!?
