Are you asking what happens if you finish one Ambition, could you then start another? Currently none of the Ambitions storylines are finished, so it's a purely academic question. FBG may not have even made up their minds about that yet.

So, I've been away for a while, and I noticed that here has been an effort to restrict many storylets not by stat progression, but rather by various qualities that change based on your story progression, so that you don't miss out on generic but nevertheless precious storylets and opportunities by grinding your stats carelessly (or even actual complete stories).
Has this effort been "completed"? I know that some things still have a max stat check (like various faction cards that trade stats for favors, which change "form" depending on your stats), but I'm not particularly bothered by those.

It was finished a while ago, there probably won't be any new changes other than if new content comes out and requires something related to this.

Although, on the wiki I've found some that do have a max stat check, mostly in the area 69-101 or something like that. Is this outdated information, or what was said is only true for the low-level stuff?

That info is update and yes, it is for the lower levels. I remember staying around Dangerous 110 to get the THiO and RB cards just to increase the respective qualities. Was nice to do so, but the Renown conversion forced me to start increasing Dangerous (and other skills). I want to point on a very useful card which gets locked as you advance with your Dangerous profession; it's An evening's zailing which offers 2500 glim and a Dock Favour at the cost of 3 AP. Even if you get all of your supplies via this card you still get a nice profit! There's the Wilmot's End card which offers another possibility to increase GG connections (which is a bit hard) and many other nice cards. I sometimes image that I'll ruin my stats just to be able to enjoy those stories again, but I think a Seeking alt would be better!  My advice is not to rush to the end of a story just to have it done! I'm 40 weeks old and I have a lot of unfinished stories (even ES). It's nice to sit, relax, enjoy every bit and have a list of weird achievements!

I need to gain access to Wilmot's end to access certain things for storylets. My stats are: Watchful - 109, Shadowy - 84, Dangerous - 84 and Persuasive - 84 without items added. With items added: Watchful - 142, Shadowy - 108, Dangerous - 113 and Persuasive - 103. I have no idea how to gain access to Wilmot's end...

Then, either wait for an opportunity card, or - if you're already a POSI - go and ask either your Urchin or Bohemian Sculptress neighbors about the Route to Wilmot's End.

I started a Shrine expedition with exactly twenty supplies, and got 3 Archeological progress right off the bat.
Is this normal? Because if so that's how I'm doing all my expeditions from now on.
