Has there ever been any word about "late-game" story content designed for players with maxed stats? There are a few quirks and grinds available for players at such levels, but as far as I can tell not much (if any) story content has been designed around it.

Thanks for all the shadowy shenanigans, folks! I'm now leveled up and on my way to becoming a PoSI. If I don't loiter with you soon, trust that I will get around to it eventually...meanwhile, I have a question.

As I'm working on justifying my importance to the Ambitious Barrister, I could either pursue Watchful or Persuasive as my specialty, and I'm curious what folks think: My stats are much higher in Persuasive than anything else...but I love being at court and don't particularly want to get kicked out. Do I focus on the University and burn my bridges there? The University will be a much slower climb, but is it worth it to preserve my welcome at the court? Or will being a Legendary Charisma be better than anything I've done at court so far?

There is no need to make a decision about specialising now. Legendary Charisma is post-200. All you need is to raise the level past 100 with gear.
The University and court are not interdependent in that way. You can opt for a decision that retains the University and also not offend Her Majesty. You can become a POSI without finishing either "name" storyline and even go to zee.
It's just that some areas (out at zee or fate-locked) only become available afterwards.

If you decide to...chop off your own head, will having it on your character add Gawain's Candle to your inventory(while removing it would get rid of Gawain's candle in your inventory) or will it not? Im guessing it will simply add the candle to the inventory but I need someone else who knows to tell me this just in case.
Having it equipped will grant you +1 to the St Gawain's Candle quality, like a stat or a story quality. There won't be a candle that appears and disappears in your inventory.
