What if they were coffee instead? So that once you buy an action refresh with fate it would be stored in your inventory.

Coffee cannot be used outside London, and it build wounds, which might matter in some cases compared to just flat out refreshing actions for some people.

Well, what if it was special coffee that didn't have those restrictions? I like the idea of being able to store it.

Well, then I would be more inclined to buy and store Fate gift boxes for myself to stockpile - more versatile, not just for Action Refreshes then.
On the other hand - equally pointless, as it would just add a couple of unnecessary mouse clicks.

Places can't selectively disable items: it's either "any item" or "no items".
