Since this Festival can be a bit confusing the first time round, I thought I'd clarify the workings here. It's not very complicated at all:

1) Offer your Strange Catch to the Drownies to unlock your character's Destiny. You need SC 5 for this. In case you haven't unlocked your favourite Destiny yet or just can't decide, don't worry: similar options will open during the Halloween and Christmas festivals. Note that picking this sends you back to London! If you're thrifty with your actions you might want to save doing this for when you actually want to return there, saving the cost and actions for taking the ferry... wink

2) Offer a Hooded Lady your Strange Catch to go to the Wreckers' Cove. You can pick one of several equippable items there, some of which are more useful than others. Your SC value determines which items will be visible for you to pick from. (You can also buy previous years' equipment with Fate.)
[More detailed mechanics explanation: your SC value is randomly converted into a quality called "Picking through the Wreckers' Cove", so you'll never know exactly which items will be available before you enter the Cove. If you're looking to get the most valuable items it can be useful to enter with SC 8 or 9 or even more.]

3) Ask the Custodial Chef to prepare your Strange Catch if you have trouble with Wounds. Don't worry about letting them reach 6 or 7 - the Chef will usually give you a complete wipe, or nearly, depending on your SC value.
Note: Reaching Wounds 8 during the Festival doesn't kill you, it just sends you back to London - but you're going to lose at least 2 levels of Dangerous & Shadowy!

4) Give your Strange Catch to the Melancholy Curate if you have trouble with Nightmares. Don't worry about letting them reach 6 or 7 - the Curate will usually give you a complete wipe, or nearly, depending on your SC value.
Note: Reaching Nightmares 8 during the Festival won't send you to the usual menace zones, just back to London - but you're going to lose at least 2 levels of Watchful & Persuasive!

5) Throw it into the well to receive an assortment of goods. This is mostly useful for early-game players, if at all.

6) There's also a storylet concerning our new Lord Mayor. You'll know it when you see it wink

Your Strange Catch value is - randomly - converted into a quality called "Picking through the Wreckers' Cove", so you'll never know which rewards will be available to you before entering the Cove.

For anyone with time to spare who needs to lower quirks for the low catches: you can decrease Ruthless and Heartless for a Magnanimous increase and a Docks Favour at the end of the regular Mutton Island carousel (the non seasonal one) by saving Zailors.

Should you chose to offer your catch to a Hooded Lady, you're going to gain the quality "Picking through Wrecker's Cove" by exchanging your Strange Catch. This is may be as many as half of the Strange Catch you started with, so keep that you'll want to aim fairly high for the more valuable items.

(Edit to clarify: in 2015 decreases seemed to be limited to -3, there has been cases of losses down to half for 2016)

You need exactly Picking... 3, so a SC between 3 and 6 can get you there.

That's a new for me. I got to have lower Catch quality to get lower prizes. Almost all my quirks are 4-10, therefore my chance to lose is low. Never thought i'll find myself in such situation.

You can return the wimple only once. If you get it a second time, it's only for you to keep as a souvenir.

Yes, he is. Same for the Chef and Austere. You can take the Jenny option if you want to avoid menaces/quick loss.

The guinea-pig is only available for Fate, I'm afraid.

Yes, there's a story to the Wimple. You can return it to Jenny at the Feast. You can even get it again after that, to keep as a souvenir if you want.

Running Battle translates fairly directly in Catch level. It's when you go to the Cove that the RNG is screwing you: it's random, and the Cove value you get (which determines which rewards you can choose from) can be as little as half+1 your Catch level, or as high your total Catch level. Basically, keep trying - you'll get lucky at some point.
Caveat: I think.

No, you don't need exactly . . .

It'll actually do you better to get more, as - like Barselaar says - if you're unlucky enough to have it halved, a higher catch level (running battle) may get you to where you need to be . . . my main got there with 9 (although hasn't gotten it since to get the rector), my alt finally managed it with 11 . . . you can still fail with 9, as others have said, so it's just a matter of perseverance and RNG luck. If you're very lucky, 7 will be enough to get you it, too.

I'm almost certain it can be between half your level of Catch and your full level of Catch, and I'm pretty sure it's decided at random.
EDIT: "it" being the Wrecker's Cove value.

OK, went from 10 to 6 right now, so the 50% loss possibility seems real enough.

You can choose to throw it back and keep some (I think half) of your Running Battle at the beginning of your next fishing run: that'll help.

As far as i see, if you're going on a second round of fishing, running battle is "halved" quite approx. Had 8, got 4 on next round, had 7 - got 4 as well. It looks like it's the same mix of luck and RNG that would give you particularly good Airs

Have only to get the Wimple a second time. Gave a strange catch to the hooded lady and got to Wreckers Cove, but even for Fate wasn't offered the Wimple. Any ideas?

You don't need Fate for the Wimple, you need a Picking... value of 7, like the first time round.

For the lucky who got everything with time to spare and are late game, do any of the paths have enough earnings or rare items to justify continued fishing/grinding? (And do any of these paths have enough earnings to consider sacrificing/skipping the lower value treasures for those of us not so lucky?)

Finally managed to acquire the knife. Low numbers are surprisingly hard to achieve. Amusingly, it actually reduces Dangerous....
