Wry functionary can be gotten froma rare success on cards with the civil service. The regretful soldier is on a card in watchmakers hill, you need to talk him down first.

According to the wiki, once you're a PoSI there's an additional way to meet the Wry Functionary with http://fallenlondon.wikia.com/wiki/A_Friendly_Face but I have not done that myself.

I've met Functionary in the POSI way @Amalgamate posted about. Meeting Soldier wasn't hard. It took me 1 whole 20 actions recharge time which i spent sitting at Watchmakers and checking and discarding new cards.

I have been drawing cards trying to get the civil service card, and I just realized that I have name signed with a flourish 7 (you need 3-5). So are there any other ways to get acquaintance: Wry Functionary (besides the PoSI way, I'm doing it to become a PoSI)?
