I commented on the wiki page for No Restitution recently, after it failed to raise my Seeking past 32. I'll try again, maybe I mis-clicked or maybe it was buggy. I am hoping for a very slow non-isle way to grind a few candles on my main, basically.
It got fixed and now properly caps after 24.

This is a current issue(?) with displayed messages at the moment. If an action is capped at 15 for a quality and you have 2011 of said quality then it'll say, "This Quality has not changed from 2011 because it's higher than 2010."

There is an option in the Attract a Visitor at Hallowmas storylet that requires (if my memory serves me) Seeking 35ish, Cerise's Candle, 77 in all 4 stats, no St Destin's Candle, and one of each of the collectible confessions that halves your stats, gives you a bunch of menaces, and gives you and another "lucky" person with Seeking at least 3 St Destin's Candle. The recipient also loses about 3 levels worth of stats.
Being the sender is devastating, but if you already have a destiny it's easier than getting to 12 notability and being the receiver is the cheapest way to get the candle.

UPDATE: I no longer need St Destin's Candle, thanks to Leonard von Hoffenburg!
For the record, I lost exactly 3 levels of each stat, and half of my Conf. Smiles and Sudden Insights.

Wow. Does this work if the recipient doesn't have Cerise yet?
If so, I'm looking for Destin's candle too then, on Shalinoth. He just failed the damn Classic Story test at about 80% (ouch).
My Jacks both have about 240 Potential so they'll be ready to try for a Classic Story any week now (to buy Cerise) and they both plan to actually go NORTH.

Yes it works. My friend is still writing a classic story at present and he succefully accepted St. Destin's candle from another friend. The requirements on the sending webpage for the recipient are only "without St. Destin's Candle" and "with SMEN3".
