I think it's been established that Moods are indeed back, but this seems to be the best place for me to praise the benevolence of the RNG - in the last 2 days I drew both A Little Omen and A Dusty Bookshop (in my lodgings and Ladybones Road respectively). Praise be!

I'm glad we have confirmation that Moods are back and Courier's Footprint is once again possible. But the conspiracy theories in me can't help but be a little suspicious of so many reports of them in such a short space of time, after such a long fallow period, right after a response to a bug report on the subject.
Has the RNG been engaged in a mass trolling exercise? Have The Masters been holding them back to keep us from scholaring the correspondence. When asked if moods were working did a developer say "it's fine. Everything is fine." While shifting their eyes back and forth in a suspicious manner, then quickly tweak some values while no one was looking? Are we in the middle of a surprise mood party thrown to allay our suspicions?
Despite my tone here I do think the most likely culprit is the RNG, for it is a cruel and capricious beast bent on sowing doubt and misery.

I did get a response saying "the content should now be working as intended" so either there was a bug which is now fixed or I'm misreading it and the intended meaning was "the content should now [since being re-enabled] work."

Ah, that would make sense. I was only aware of the response that said it should have been working since May 10th.

I finally pulled A Little Omen last night (and just managed to become a Courier's Footprint) after months of waiting. I'm almost certain that FB meant to reactivate them but something clearly didn't work until they fixed it just a day or two ago. Ah well, all's well now it seems. edited by idyl on 9/2/2016

That effectively makes a Watchful hat worth only +22, then. Nice but not groundbreaking if you're not going past SotC 10.

Oh, the Watchful one isn't the one I need anyway, it's the Shadowy one. Heh.

Both cards let you choose from all four stats, yes. The most notable uses are SotC 21 and Renown, but if there's a particularly difficult challenge available to you that's a reasonable use too. For example making an Impossible Theorem.

I save up my Someone is Coming so I can spend it all robbing a rat during a mood. As far as pure profit goes, I'm pretty sure it's the most lucrative way to use a mood (at ~1.5 pence per shadowy).

I'm not an EF myself, but it took several months to save up "enough" to make using the mood worth it: you'll want at least 20 levels to use up a candle.
