I wanted to ask whether there was a quick, non fate way of influencing connected bohemian from 23 to 25 without much grinding after the Ambassador's ball

The Church/Bohemian conflict card can do what you're asking for that without much trouble. I mean, you'll probably need to wait to draw the card twice, but that's not that hard unless you're in a huge hurry for some reason.
