Quality Variables - What are they?

After much Googling and perusing of documentation, I can't find an answer.
How are quality variables accessed and what is the "correct" usage of them?
From the quality screen, it looks as if a "quality variable" is a kind of "sub-quality", that has its own name, value, and set of QLD's. I can't find any reference that explains how to access those values.
Is this a piece of functionality that was not fully implemented?

I'm fairly sure that only works in Fallen London itself. FL and SN share most of the same back-end, I think, so you can see some stuff that's only relevant to FL and not SN.
