Its just hitting the thumbs up or thumbs down at the bottom of a post. +1 for thumbs up, -1 for thumbs down. Its usually just used as a quick "I disagree" or "I think this was a bit rude" or something. I wouldn't worry about -2, and it never really has an effect anyways.
