Didn't the second option for the smoky flophouse give favours: criminals? I tried it and didn't receive any. Is this a glitch or a revision?

It does, but not always. If the RNG doesn't favour you and you don't have any favours then I don't think it mentions anything about it, while if you do have favours it'll let you know that it just didn't feel like increasing.
