It's a luck challenge that causes you to gain or lose Making Waves, that scales somehow with the amount you already have. The wiki is completely devoid of information either way though
Does anyone have any idea what the formula is for calculating it? Perhaps we could try gathering data and reverse engineering it?

Well, I believe we all might benefit if you'll try it a couple of times and update us on that. New information is much welcome indeed. Also, updates on information we thought was true on the Wiki.

Well you can do that. I'm doing the Zee Missing CP's every now and then.
Anyways, the CP's are Triangular numbers which caps at 70 (stats) and 50 (qualities) according to the forum members.

I suspect that's because the failure option causes you to lose making waves, as well as the items required. Meanwhile, with Notability 5 you can get a guaranteed +3, and if your Notability is below 5 chances are you're going to be saving the card so that you can get to the next level of it as soon as you have the right amount of Making Waves. Or at least, that's what I used to do before I chose my POSI specialization.
A couple years ago, someone on the wiki commented "From my experience, I think that gain or loss is randomized from 1 to the current MW level. Generally not worth playing." I assume they're referring to Notability level rather than Making Waves value, but I've never seen noticeably large MW gains from it myself. Unfortunately, because of the ~50% failure chance on the action (in addition to the materials consumed with each attempt and the rarity of the opportunity card appearing in the first place), I'm inclined to agree with them about it not being worth using.

It's possible to lose even more than your current making waves in CP -- at least by a little bit. My take is that it's intended to be a fool's choice.

That would make sense, given the nature of the action. Boasting wildly generally isn't the best way to have people hold you in high esteem, after all.
