It's part of the second chances revamp. Every time you use a second chance on a story and don't succeed but perhaps not out instead of continuing on to a result, the price in second chances will increase by one until you reach a conclusion on the story either success or failure. At that point the second chance price resets to 0. And yes it eats your supplies twice. It's not supposed to but it's a known bug in the back log of bugs to be fixed.

This was a good change, but I do miss cheesing the Premises at the Bazaar card. Especially now that a river of blood explodes out of my mouth every time I try a Persuasive challenge.
