There is a distinct possibility that this has been discussed before, but it can't hurt to talk about it again, can it?
For some reason, I'm expecting many Quiet Deviless fans here. 
I was really disappointed when my affair with the Honey-Sipping Heiress ended with her marrying somebody else; that story was so much cuter and felt more genuine than the Artist's Model (not to mention the Heiress having a prettier portrait...).
While my character is certainly inclined towards ladies, she found the Once-Dashing Smuggler's devil-may-care attitude very charming. Mr Exception, if you will. I'm still hoping he may one day return -- since we can already marry a Rubbery, having a Tomb-Colonist possible spouse would be only fitting. But then, maybe he is too singular to become a spouse, what with his relation to the Widow and all.
Also, have there been hints as to the possible future eligibility of certain NPCs, other than the Missionary and the Firebrand?

Seriously though. Dream wife. It was love at first defenestration. I'm always torn between keeping my memento of passion and selling it so I can smooch her again.
I love Lettice, but I feel that she probably isn't the marrying kind. I wouldn't wish to curb her freedom.
Oh, and she's not really much of a character, but I'd love to see more of the God's Editors lady. Her reaction to your gothic romance is very cute.

It's impossible to choose just one!
-The Once-Dashing Smuggler. I still stare out at the sea, wondering why you never call. I don't care if you're married, GET A FREAKING DIVORCE!
-Smirking Mooching Artist Pest. As his only fan, it would be nice to just drop the pretense and let him mooch off me directly instead of having to deal with him knocking on my door every five minutes.
-The Affectionate Devil. Or at least give him to me as a Feast companion. We get the Quiet Deviless and some random Devil I've never heard of before, but where is the guy who charmed the pants off me, soul-raped me and now works for my newspaper? I don't know how to quit him!
-The Prim Baronet. He's so freaking adorable I can't even stand it. Plus, once we are wed, perhaps he'll tell me where he hides his pupils.
-The Revolutionary Firebrand. I went through so much grinding and paid so much money to get you your dream...PUT OUT ALREADY!
-The Cheery Man. My friend really wants to hook up with him...I'm lukewarm about him myself, since he REALLY hurt Flesh-Stick's feelings :P But the option would be nice.
-The Wry Functionary. His backstory is SO tragically adorable. Let me show him it's possible to love again.
-Clarence. Don't roll your eyes at me! Clarence is perfect :P
-The Sardonic Music Hall Singer. Poor Flesh-Stick and his poor pathetic crush on her...since his every attempt gets him nowhere, she'd probably turn him down, but others may have better luck :P
-The Scarred Naturalist because [spoiler] Flesh-Stick: I DON'T CARE IF HE'S DEAD AND THAT SNUFFERS DON'T COME BACK YOU GIVE ME MY SNUFFER BACK RIGHT THIS INSTANT OR ELSE I'LL BRING HIM BACK MYSELF WITH MY MAD SCIENCE CHEMISTRY SET I STOLE FROM THAT OLD LADY WHO LOOKS LIKE MY AUNTIE. I DON'T WANT ANY OTHER SNUFFERS I WANT MINE WHO GETS KIDNAPPED BY SPIDERS AND HAS BAD FASHION SENSE AND MAKES TERRIBLE COFFEE! BAWWWWWW!!!!!!

Edit: Going to have to add the Placid Patriarch from the Seven Day Reign here too. An unrepentantly horrible rich evil douchebag with beautiful artwork was too much for me and my evil villain fetish to resist :P I think a lot of my displeasure with the end of the otherwise wonderful Seven Day Reign was due to his deserved but still horrific death being sprung on me when I so dearly wanted to keep him alive. I'd replay that story and give him my sh*thead fake daughter to chomp on in a heartbeat if I could :P

Edit: Going to have to add a couple more here now that I've played their exceptional stories:
-The Emaciated Survivor from Where You and I Must Go. Just because, as I've said, he's such a woobie and I want to keep him and love him and dote on him forever :P
-The Sear-Eyed Visionary from our Lady of Pyres. He's so precious and has the coolest artwork in the game. My character is a huge Dawn Machine hater and was also all set to side with the Iconoclast out of duty to the guy who sent him on the mission and then...he laid eyes on this guy. I don't know if Dawn Machine nutcases are allowed to marry, but perhaps I could be a sinful fling on the side :P

It could be fun to debate whether to debate X you like and Y that provides for you materially.

A friend and I were just nattering at each other the other day about this - we both want Failbetter to give us the option to woo one of the Masters, darnit all! (Specifically Mr Pages - lovely nerdy darling!)
On a slightly more serious note, my list for NPC spouses would include:
- The Green-Eyed Devil (so dapper *fans self*)
- The Cheery Man (my Aliénor is quite happily a criminal, and finds older men dashing - she's been pining from afar since she first visited the Medusa's Head, even if he is technically a rival for her carving out her own criminal empire, but hey, if they get married, they can consolidate!)
- The Once-Dashing Smuggler (although I agree with others that with his personality, the marriage itself probably wouldn't be so much fun as the courtship; honestly the appeal for Aliénor is his criminal contacts more than anything)
- The Provost of Summerset College AKA the Profoundly Educated Gentleman (he definitely isn't as strait-laced as his position would like you to believe!)
- The Ambitious Barrister (Aliénor's preferences swing more towards men, but she's an equal opportunity type of lady, and it's always good to have a lawyer in the family!)
These are my favorites so far. I'm still progressing, so inevitably I'll come across someone I think my Aliénor would like to take for a ride.

While I am not into the marriage aspect in the Neath at this time, I figure this might be a relevant thing to bring up as another way to admire some of the NPCs in Fallen London. I recently checked out this thread made about a year ago about landing pages for various NPCs (implemented even earlier). So, if any of them made the cut for your admiration, you can log in with their picture to the left instead of the exceptional hat. Honestly, with all those big names out there I would like to have some more "normal" option. Marriage is not really a big thing in FL to begin with, but I'd totally love to get a storyline for the Canny Costermonger. After all, Not everyone is a "name", London is run by the small people you steal from, buy from, fight with, that never get a voice in the matter.
I'd be totally up for getting that street-hardened girl to a point where it wouldn't give Scandal just having her seen near my respectable address.

I'm guessing Mr Fires wouldn't be an option 
Oddly, I've never been much of a fan of the Quiet Deviless . . . I think I would have picked the Once-Dashing Smuggler or the Firebrand, in all honesty. I found their designs - in terms of character, charm, backstory - to be the most interesting and compelling, as well as being two of the most fleshed out characters. The Sardonic Music-Hall Singer could be a good one, too. Feducci, too.
Seeing as you mentioned Rubbery, and possible Tomb-Colonist, spouses . . . you know the Singular Plant has an entry on the character page for the game on TVTropes? XD I'd love to see The Singular Plant as a spouse possibility, at the risk of permanent scandal, of course XD

I see our minds went down similar roads xD Hey, honestly, a dedicated gardener of the Singular Plant has probably enjoyed a more devoted, caring, filled with sacrifice AND longer relationship with their plant than with their spouse.

Why settle for just marrying a Master? I say we should all marry the Bazaar. Sure, we're not as pretty as the sun, but let's face it the Bazaar isn't getting any younger. (S)he should really just settle down with a nice city and its entire population instead of pining after a celestial body.
More seriously I'd probably go for the Sardonic Music Hall Singer, the Once Dashing Smuggler or maybe the Affectionate Devil if I wasn't certain he just wanted me for my soul. There's two in particular I've been holding out for for a loooong time: the Barbed Wit, who I enjoyed the most out of all the characters I've had a chance to romance, and the Last Constable, who is one of the only genuinely good people I've met in the Neath. What's not to like?
As for the Smuggler, well, I don't want a spouse that abandons their dates on the first sign of trouble caused by themselves and breaks someone's mailbox for declining a date. Too much take, not enough give. He seems like the sort that will murder a player on Nemesis simply because they skipped one dinner to chase a murderer.

I'm sure that it was implied that the Feast companions would become possible spouses. I do hope that happens someday.

I'm so glad to see that somebody mentioned the Melancholy Curate... but surely his Enigmatic Sister also deserves her own mention? Or both of them. In fact - definitely both. I want to marry both of them at once - which... I understand is never going to happen in a million years. But a girl can dream, can't she? Honestly, that storylet was what really sold the whole game to me, and I've never looked back... if I can't marry them, perhaps at least another 'poetry-reading' or two??
That aside, I have to say I do have a little soft spot for the Last Constable. And the Quiet Deviless. Though I imagine neither would be especially easy to persuade about marriage... for rather different reasons, of course. Oh, and the Contrarian, just because I'd like to know exactly where he is at any given moment so that if I feel the urge to have a screaming argument I can do so with ease and efficiency... :')
But honestly, the Curate & his Sister have my heart... Sigh.

My main is happily married, but there are a few options that I wish were open for my alts:
The Jovial Contrarian. No one's mentioned him yet, but if you're fond of arguing and making up, there's no better candidate in London!
The Turkish Girl, and I see I'm not alone in this one. We're all immigrants of sorts down here, after all.
The Sardonic Music-Hall Singer, the Repentant Forger, or even the Wry Functionary. You get a much deeper engagement, in terms of actually getting to know who they are, with them than any of the current crop of NPC spouses. True, it may cheapen the idea that there are more types of love than the romantic, and true friends are hard to come by in the Neath in any case. Still, the thought had to have crossed most of our minds at some point.

While sweetheart cover both platonic/romantic relationships, not all relationships (in game) are sincere. Look at the romances in Veilgarden or Shuttered Palace, you can pick a heartless reason that implies insincere motive. edited by Lisbella Peridot on 12/17/2016

Maybe "Intimate Partner"? That indicates a relationship that is closer than a "petpanion", nullifies any biological gender limitation, but does not automatically imply marital status.
[spoiler] By the way, I believe a relationship with the Artist's Model or Jewel Thief is deemed a 'common law' union (no legalities involved, just a storylet about the big party thrown to declare the relationship), unions with the Devout Intriguer or the Attache (male or female) are marital but not elaborate, and a union with a player character could have as elaborate a wedding as the players wish.[/spoiler]

The persona engine. It a machine intelligence, which I like. What I have learnt suggests that it is boardly trying to make things better. It just got tried up with some mastermind when it was way to young to deal with that level of intrigue.

The Smiling Priest from the Chapel of Lights! He doesn't even have a portrait, but I just love the way he talks, and that mischievous, fey air he has about him. He's so charismatic and mysterious, but there's a cute, intimate side to him too. The way he comforts you before and after he cuts you open is great. And the way he gets all flustered during SMEN when you ask for the candle, after days of eloquence and smugness? Adorable!
I'm also really fond of the leader of the Phonoi from The Art of Murder. She's such a sweetie, and there's so much brilliance and ingenuity under those layers of melancholy and abandonment. She seems like she needs someone to form a real emotional connection with, someone who can be there for her, no matter what happens (and no matter how many people she kills). And she gives you her diary during one of the endings! That's got to count for something!
I think they've both got the potential for a really satisfying romance arc, and either would make an excellent spouse for my character! ^_^ edited by Gul al-Ahlaam on 12/8/2016

None of the NPCs really suit me. The Dashing Smuggler would be the most fun, but a lousy spouse. I suppose the Presbyteriate Diplomat would be the best option. At least he'd have better table manners than the Cultured Attache (my main character's current spouse).

The Captivating Princess is an interesting choice, I find her dangerousness quite charming.
But I like Sinning Jenny more and more as I learn about her. She's extremely subtle, I found some of her texts very touching. Maybe not faithful enough, sadly.

Drownies, drownies, drownies! Also it only seems rational that a clay man would be an option, and also tomb colonists. The Once Dashing Smuggler is charming, but I am personally put off a bit by his relationship with The Widow. Fedduci is definitely alluring. I know I've said the Pirate Poet before for sure! it would be better if the spouse section wasn't explicitly labeled "Spouse". It would probably be best labeled as "Lover" or "Partner" or maybe even "Constant Companion". All the ones I would like to marry probably wouldn't be open to the exact idea of a proper marriage, per se.

I'm not really into marriage, but it'd be nice to somehow run into the Absconding Devil again and see what he's up to. Perhaps in Sunless Sea, at the Tomb Colonies and the Elder Continent, as an unnamed-but-slyly-referenced cameo appearance. I'm surprised he didn't show up on anyone's list, considering he is the one devil for whom there is canon evidence that he'd be willing to marry. (I'm still wondering what his scheme was. You get hints but nothing substantial. And what do a steel mill in the Tomb Colonies and someplace in the Elder Continent have in common?)
The way he smiles mirthlessly, dabs his eyes with a handkerchief, then slips you some tear-shaped diamonds... it's like he can't help being suave even when he's bitterly disappointed about something. If you're going to be leaving London forever, you might as well take out any hearts you can on the way out, eh?

(the truthseeker) When I was ensouled and cared about love beyond my murdered wife, only one presence ever made me almost proclaim my love, and it wasn't any Royalty or Smulggler. This character had fun, played by her own rules and shoved it to this city's Enforcers. She cared about what we do and not who we are. She almost...almost made me print a very special edition, but I was...pragmatic as usual.
If I ever care enough for another and regain empathy again, I wish to marry The Kashmiri Princess! *mutters* b..th..o...em! (it's hard to understand that mutter, but you swear it sounded like "both of them!")

For my main, I'd have to go with the last constable, she had such a nice story and i wish we could have talked more. My seeker would obviously go for Mr. Eaten, he's headed that way anyway. And my alt since they are insane anyway would most likely want to marry the jack of smiles! They could go on a killing spree together.

I suppose this is as good a place as any, for a first post.
Honestly, I'm surprised no one has mentioned the merry gentleman, yet. Always in a good mood, has a tragic past, owns his own business. If it wern't for all that business with Polythreme, I bet he'd be a regular womanizer, trying to wriggle his way out of my opportunity deck and into my heart.
On second thought, I'd probably settle for just getting him out of the opportunity deck, in all likelihood.

The Wistful Deviless from Sunless Sea. She seems so lonely up there, halfway up Mount Palmerston, and I have taken much more of a shine to her than any of the devils I met in London.

I don't think there's any NPC either of my characters would like to marry (even if both were not already married to others). I wanted my main to wed, first the Once-Dashing Smuggler, then the Revolutionary before I knew what they are really like. My favorite NPC is the Barbed Wit, but neither my main nor my alt are the sort of woman who wants to marry a woman.
I also really like Lettice, the Mercy, but only a fool (or another Tomb Colonist) would marry a Tomb Colonist, let alone a Tomb Colonist such as Lettice.

I think that could pose equal problems . . .
If you're playing a certain type of character, 'lover' or 'partner' might not be appropriate . . . while 'constant companion' sounds very platonic. I'm wondering maybe it's a "slash" could solve that issue, though? Like 'spouse/partner' or 'spouse/companion' . . . that way people can role-play the kind of relationship they want, allowing more options for that slot, and also meaning no one misses out mechanically speaking.
How about "Sweetheart"?

Still, that small mistake now gives me permission to add to the topic.
And by that I mean that I will give all of my searing enigmas to get the Carnelian Exile as a spouse in FL. (And remember, the searing enigmas are meant to advance the revolution! Yes, I would slow down the revolution if it meant getting her as a spouse in FL!)
