The Forgotten Quarter option is open 20% of the time and only requires watchful 145 for a guaranteed success. As such on average it would take 110 actions to raise SotC from 3 to 7 with a guaranteed chance of success and hanging around changing the airs can provide Eyeless Skulls for a good chunk of cash.

On the topic of eyeless skulls, is there any reason to sell them to the bazaar? The radical factotum offers so much more.

Selling them to the Revolutionaries advances the Liberation of Night, while selling them to the Bazaar does not. Some players may wish to be rid of the skulls without aiding the LoN or waiting for another player to take them away.

Yeah, I never sell these to the Revolutionaries for this exact reason. I also don't use my connection with them (around 330) to call in Favours.
The Liberation of Night is messed up.
