What stage of the game are you in? If you're a POSI then you can get candles via Unfinished Business in Veilgarden (an admirer among the clergy).

I don't know for sure if it's most effective but I enjoy writing Hymn's at the shuttered palace for candle's I plan on trying to raise up somewhere in the 30-40k range before I get kicked out of the palace.

Maintaining a controlling interest in my soul requires a pretty constant negotiation between the various shareholder interests. Thankfully the Fingerkings 23% control makes a pretty good foil to unite the other factions enough to get to 51%.
