I have this quality at 9, but for the feast it seems i need it at 10... I looked on the wiki but apparently every level except 9 is covered.
So... How do i raise it to 10?

You don't need it at 10 -- you need at 8 or 9, then when the Feast starts you can play this storylet, which will show up in Ladybones Road:

The information saying you needed Entwined at 10 was mistaken.
