But that may have had nothing to do with creating love stories. The goal might seems to have been attracting a series of people to the Neath, but how we were selected and the reasons why he wants us here are still very unclear[/spoiler]

Besides her name and her features, Irrigo has robbed me of most of her memories. But know this: The same reason Jack-of-Smiles...the real "Jack"...was created was the same reason many of us swore an oath to our lost loved ones and the vengeance to our Nemesis.
Scathewick? *Laughs a hollow laugh* WHICH Scathewick?! That's not the real Nemesis! The Masters made many to achieve their Surface goals of getting us down here for their epic tales. Only they don't seem to understand we find out...we all eventually find out.
Still, they think such conflict will somehow make those Bloody stories the Bazaar needs. Well, I am a patient man. I will wait. I may not be able to save all people , but I will save as many as I can before this too fails and the Sixth comes crashing down....

It's very hard to completely kill a Master. Ask Mr. Candles...by whatever higher power besides the Stars, Perhaps Not! My apologies for saying that in my state. May you never speak to such a thing. But one day, a reckoning will not be Postponed any more....

I do think it's worth noting that the Mr. Sacks interested in dreams thinks you're flirting with it should you offer up a dream of mirrors... and says you're doing a good job of it. Sounds to me like at least one Master might be open to a little amalgamy. :P

Don't forget what does the Bazaar need the stories for, and its relation to the Great Chain. The story in SFiG is significant because [spoiler]It has cross-chain love, just like the Bazaar is loving something beyond its own place in the Chain, without meddling by the Bazaar.[/spoiler]
The Bazaar wants to prove a point. Anything that remotely suggests "I tampered with this example" is, perhaps, not the best pick for the Bazaar. Which is why the Masters frequently seek out people who assisted in stories of love without input from them anonymously, i.e. a certain story from House of Chimes.

[spoiler] What better story to symbolize a cross-chain love than an actual cross-chain love? The Judgement is to the Bazaar as the Masters is to us. It also provides a happy ending to said cross-chain love. If a loving Master can do er... things to uplift a lowly human into Chiropteran glory then how much easier for a certain Judgement or a group of Judgements could simply devote a certain sliver of their power to uplift a certain space crab and welcome it among their ranks. It'll be hard to prove that it wasn't a deliberate action for the benefit of the Bazaar, however. The Masters know too much, and are too involved in this business to provide any stories that don't raise metaphorical eyebrows. If the Judgements don't want the Bazaar to succeed then any story involving the Masters is going to be dismissed no matter how genuine it is. The Bazaar needs unambiguously true stories so the Judgements have to acknowledge them.

I still think this is best answer to the OP's question. Masters can't just make up love stories. They have to be inspired by something genuine. And, if you trade wine for honey in Veilgarden, you learn that they aren't actually known to take lovers -- so they probably need those stories to come from someone else.

One of the Mr. Sackses does act kind of flirtatious with certain choices, so it is not out of the question that they can feel romantic inclinations. Whether it is in the same vein as humans love, though, is still to be determined.
