I very much want to start up an orphanage but I have yet to draw the necessary card. Do I have to be moved into my Handsome Townhouse or can I draw the card just by having the key?

You can draw it just from having the key. Keep drawing - it'll appear eventually!

It's an RNG thing as noted before.
I find that yelling at the screen (in Gant, at the top of my lungs,)
