Each time you use a second chance and fail the challenge (thus actually benefiting from the second chance), the cost of second chances for the next attempt doubles. This is tracked per storylet/card, and only resets back to a single second chance once you actually beat the challenge or actually fail it without using a second chance on it.

Was it always like that or is this a recent change? Does it have a cap, or will you eventually just be locked out of second chance usage everywhere?

This changed about a month ago, and does not have a cap, but as dov said, it does reset.

I think it will reset if you succeed or use the second chance. I was in the Nadir yesterday and got the success, which used 2 second chances as I tried last time I was in the Nadir, but I didn't get the card again to double check.

Sorry RL means I am not a very active player at the moment. No social actions unless you are prepared to wait and definitely no sparring or other mult-action things.

It resets on success or failure, just not backing down. you don't have to spend second chances for it to reset. this probably has abuse potential, but i couldn't say how.

You can use it to discard cards, which is really useful in the nadir. It's like adding another card to your deck... though it's probably outweighed by the new impracticality of getting a searing enigma from the garden.
