I've off and on seen misconceptions as to what is and isn't required to reach the lofty heights of Scholar of the Correspondence 21, also known as Courier's Footprint, so I thought I'd write up this short guide.
The Basics
There are various ways to reach Scholar of the Correspondence 10 but once you get there the only way to reach higher is using Correspondence Plaques at the University and that requires a whole lot of Watchful. SotC 11 requires 200 Watchful. SotC 12 requires 210 Watchful. And our ultimate goal of SotC 21 requires a whopping 300 Watchful. Reaching that stat is the hardest part of the process but if you can get there the rest is just items. And you're blood. A whole lot of your blood.
Getting the Stats
300 Watchful isn't possible without an Overgoat and you'll want to have reached the Watchful cap of 200. You're also going to need the Preternaturally Intent mood which fills your hat slot and only lasts an hour. Mood cards are rare so if you see one make sure you hang onto it because it could be months until you see another one.
For now, let's not worry about the mood and focus on hatlessly reaching 270 watchful. Your Overgoat, capped stat, and the best non-hat gear you can buy from the Bazaar (Smock of Four Thousand Three Hundred and Eight Pockets, Insatiable Gloves, Ratwork Watch) will get you as high as 246 Watchful. From there you need to get another 24 points. I've listed the various places you can get those points from below (for items, the bonus is over the thing they would replace). Ultimately, you're going to need either an Ubergoat (very expensive) or to be an Extraordinary Mind (easier but can't change it later) but outside of that there's some flexibility.
Preparation
Once you've got your hatless 270 watchful you're going to want to do some preparing. As mentioned, mood cards are rare and only last an hour so you're going to want to make the most of them. First, get your Scholar of the Correspondence as high as possible without a Mood. At a minimum you should be able to reach 18 but with a Semiotic Monocle and a couple extra bonuses you can also reach 19 and if you're really stretching your bonuses you can break the 300 mark and skip the mood requirement all together. The higher you can get your SotC in advance the easier the last push will be and the less likely you'll need to wait for a second mood.
Next, make sure you have enough items. Each level of Scholar of the Correspondence you need to clear requires Extraordinary Implications and Aeolian Screams equal to the level you are trying to reach, and Correspondence Plaques equal to L * (L - 1) where L is the level you are trying to reach. So to go from 18 to 19 you need 19 Screams, 19 Implications, and 18 * 19 = 342 Plaques. Rare successes will cut down on that but I wouldn't count on them. When you spend that mood make sure you have everything you need to do what you want to do.
Actions are a much trickier resource. A mood only lasts an hour and it takes a number of actions equal to the SotC level you are trying to reach to reach the next one; so going from 19 to 20 takes 20 actions and 20 to 21 takes 21 actions. Make sure you save any Darkdrop Coffee or Magnificent Feasts you're lucky enough to get your hands on. Other than that if you're still coming up short on actions your only other option is to make multiple mood runs or spend Fate.
The last thing you're going to have to worry about is Wounds. Rare successes aside, each action you take is going to hurt (between 1 and 3 CP). Dealing with these wounds compounds the action problem dramatically. Make sure you're healthy when you start a run. If you have a Magnificent Feast, make sure to time your use of it. Remember that Darkdrop Coffee also gives you a point of wounds. If you see an A Dream of Blood card (fate locked unfortunately) hold onto it in preparation for your run. If it comes down to it, Tinctures of Vigor are better than time in bed and above all else make sure you don't die because by the time you're back from the river your mood will be gone.

For all three items, I recommend thefts of particular character. Convert tales of terror into implications, and journals of infamy into plaques and screams. It's consistent and reasonably quick, especially with a gang of hoodlums. You can also pick up implications in the Nadir with a bit of luck, but obviously that's unreliable.

Paying Fate at Neathmas or at the entrance to the Cave of the Nadir grants an Incarnadine Fur Robe, allowing one to choose between several different fate-locked extended inventory items. The White Glim Telescope is Watchful +2. Also at Neathmas, successfully examining a pail of lacre under a monocle gives 1 CP SotC up to 15. Correspondents can also attempt a very difficult SotC check which on success grants some MW, about an entire level of watchful, and 2-11 CP or more for SotC up to 15. To compare, the SotC check for this option has a 60% at level 15 as opposed to the monocle option being 60% at SotC 6.
I don't know of any functional reason to get SotC as high as 21, but there is some evidence that eventual future content is planned to raise it even higher. edited by Optimatum on 12/13/2015

Made it to Courier's Footprint tonight! Thanks to all in this thread for the excellent advice. I stockpiled a few professional perks to help with managing my wounds - one action to lose half your wounds is not bad if you don't have any Magnificent Feasts around.

The home comforts have been updated! The Voluminous Library (and other home comforts that used to give +1) now gives +3, the White Glim Telescope now gives +6, and the Shrine to Saint Joshua now gives a whopping +9. With the telescope alone that means you can now break the 300 Watchful mark without a Mood. The Shrine also now becomes the superior profession item for maximizing watchful and should also allow you to break the 300 mark without a Mood (don't have time to do the math right now but I'm pretty sure that works out).
I'm a bit busy at the moment but I've done some basic updating to the original post. I'll look into further revisions later.

Just noting a few points where the original post needs some updating:
1. The Orphanage is not listed as a Watchful-boosting affiliation. 2. Destinies, the Newspaper, and the Voluminous Library, unlike everything else, are not linked to the appropriate Wiki articles. 3. Watchful specialization is no longer permanently locked in. 4. 300 Watchful is, in fact, now possible without an Overgoat. 5. Small typos: "You're blood" instead of "your blood" in paragraph 2, and Fate-locked not capitalized or hyphenated in the last full paragraph.
I also think that it's worth noting that a Correspondent or a Monster-Hunter with a Mood card in hand can skip the Goat grind entirely, considerably shortening the road. The improved Midnight Matriarch we were gifted on Hallowmas has made this road notably easier.
Ex.
Overcap +15 (215) Preternaturally Intent +30 (245) Smock of 4,308 Pockets +10 (255) Insatiable Glove +8 (263) Pot of Violant Ink +12 (275) Wax-Hardened Boots +5 (280) Midnight Matriarch of the Menagerie of Roses +12 (292) Destiny +5 (297) Voluminous Library +3 (300)
N.B. This route as given above does not require marriage or Great Game 40 to achieve its goals. (In fact, the only thing I currently lack is the overcapped Watchful bonus.) Possessors of those items can get away with a lower overcap, or go with an unimproved Matriarch, or have a non-Watchful profession or destiny. In short, the routes to SotC are becoming more and more open as time goes on.
As I figure, the base routes now are:
Overcap + Mood + Profession Overcap + Mood + Game Overcap + Goat + Profession Overcap + Goat + Game Mood + Goat + Profession Mood + Goat + Game
Within these are any number of variables based on one's precise equipment. In fact, it's right now possible to get up to 296 without a Mood or a Goat. Might we one day see moodless, goatless Footprint? We're very close. Of course, it depends on what Failbetter considers the minimum acceptable effort to get to SotC 21. Is Game 40, Revolutionaries 25, +15 overcap, and some rare equipment enough? Maybe, maybe not. I suppose that we shall see.

You need 300 watchful to reach courier's footprint. With 215 base watchful, the best gear is:
1. Semiotic Monocle/Gloam Foam/Exceptional Hat (+8) 2. Smock of 4308 pockets (+10) 3. Insatiable gloves (+8) 4. Pot of violant ink or notched bone harpoon (+12, correspondent or monster hunter profession) 5. Wax-hardened boots (+5) 6. Übergoat (+30) 7. Destiny: gleam, the memory or the revelation (+5) 8. An orphanage or a newspaper (+1) 9. The great game home comfort (+8) 10. Spouse: another player, or the artist's model (+1)
So, that would take you over the top, if you can manage it all. The shrine to St Joshua is +9 but costs you the +12 from the harpoon/ink.

The thing is you don't die as long as you keep researching (i.e. never click "Onwards" or "Perhaps Not"). If I remember correctly since you're just levelling up a quality using a single action this works throughout all levels, so you can go from 19 to 21 in one single go. The only issue is if you run out of actions and end up having to pop some coffee - this obviously requires exiting the research storylet, so you can't do that with Wounds 8+. This makes it harder to manage actions - but as an EF, 46 (or 45 to be safe) actions is enough if you're already at 19.
When I got mine, I ended up on the river with something like 20 Wounds. Having Boatman's Opponent 40 (which makes rolling dice literally more efficient than chess) made it a fun couple of days grinding my way back to life.

Thank you for the excellent guide! Worth noting that, for the February 2019 Exceptional Story "Cricket, Anyone?" Courier's Footprint now has an ACTUAL BONA-FIDE USE.
Which is why I'm now grinding to switch specializations to Watchful, then grinding to overcap Watchful, and then to 10,000 echoes, and then to 11,712 echoes and the Overgoat. Sweet Merciful Masters!

For extraordinary implications breeding the hyena in the labyrinth using "Just keep the devils away" seems faster than stealing and converting tales of terror in the Flit, though you miss out on the MW from the conversion (on the plus side, the hyena is good if you're grinding dangerous). Try to keep your nightmares at 4 and use a sporing bonnet when capturing the hyena to avoid drawing the menace card.
What I'm less sure about is what the best (non-thunder god) way of grinding screams is since the favours-renown conversion... are there any data on the rare success rates of actions granting Aeolian screams (e.g. unfinished business storylets)?

The thing is--the 215 overcap is as bad as the goat. Getting the goat was actually more enjoyable. But that was in the days before the PP quality--there's now a reason to grind to 215. I did it with an overcap of either 207 or 208 with the goat. Then months later, I did the 215 grind for London's Nerves.

Considering 7-8 is achievable in a single day (which was instrumental during Hallowmass just now), assuming there's some scheme in store I could probably overcap to 15 in two weeks, maybe a bit more than that. but definitely comfortably within three weeks.
Meanwhile, with a 1.8EPA grind and an EF (or lack of sleep) boosted 136 actions, getting the 11,700E takes about 48 days, so you're looking at around 7 weeks. This means that roughly, the entire PP grind (including getting to N12 four times) is about on par with an Ubergoat.

Well, I began with two full candles, and a Shepherd's card which takes away all your menaces. I used it halfway. Elsewise, there is always using fate to refresh your candles - which incidentally, I also did. The cost is relatively low.

To reach the next level of SotC you need EI and AS equal to the level you're attempting to clear, and CP equal to your current level times the level you're attempting to clear. This is because the leveling up for SotC is the same as leveling up other things in Fallen London, i.e., to get from level 4 of something to level 5, you need 5 change points.
Using your example: To go from 18 to 19, you need 19 Screams, 19 Implications, and 342 (18*19) Plaques, because you're going up to 19, which requires 19 change points. (This doesn't include rare successes, obviously.)

You will notice that these all require mid-to-late-game content, and most of them at the mercy of the RNG, and also come with Menaces. The Correspondence is not an easy thing to become an expert in, at least from our vantage point on the Great Chain.
Less common ways include occasionally pulling Correspondence Plaques from a Bag of Oddities, and seasonal content.

Yes. Extraordinary Mind specialization and an Ubergoat can get you there all on their own. If you only have the specialization you can still do it without the Destiny fairly easily (assuming you can get near the max boost). If my math is right you can do it without the Specialization or a Destiny but you have to have an Ubergoat and the best bonuses in basically every other category and you'll just barely make it.

Best dangerous gloves and persuasive shoes are also only +5. And best shadowy clothing is +6, but conflicts with other items. I kinda like how each stat has one bad slot. Makes it feel a bit more like your character is working for it, and less mindlessly level up. edited by suinicide on 3/23/2017

Still haven't found time to do a solid update of the first post. However, added The Great Game to the list. Given that you can have both it and a Watchful Profession Weapon it is now the best home comfort for maximizing watchful.

My character's max equipment bonus currently gets it to +79. If I switched my destiny and got a white glim telescope I could squeeze an extra +3 out of that for a total of +82.
