Where do you find the storylet "the thunder carries me away?" do i need to go to zee, or is it a card, or what?

You need to be in London with 'What the Thunder Said' 15+ and Stormy-Eyed 19+.

There was a long time when having your What the Thunder Said too high would prevent you from getting Stormy-Eyed again after you lost the quality. Now the card doesn't have a What the Thunder Said cap, but it won't show up unless you aren't Stormy-Eyed.
